Gary Senseman, Colorado State University built one for the viewer application he presented at FOSS4G ( http://2011.foss4g.org/sessions/geospatial-data-viewer-using-openlayers-and-local-file-system-data http://2011.foss4g.org/sessions/geospatial-data-viewer-using-openlayers-and-local-file-system-data ) He said he merely copied the existing Graticule control and modified it to do all of the calcs in meters within a MGRS rather than Lon/Lat in a global Platte-Carte grid.
