When I try to draw a simple Google Maps with Graticule, the graticule
layer is shifted up by about 100 pixels (see attached image, cropped
to make its size smaller). It doesn't matter whether I define
sphericalMercator to true or to false.

The reason I bring the graticule layer up is because it is symptomatic
of the problem I am experiencing -- when I try to use the measure
tool, the mouse cursor and the polygon/line drawn are separated by
about 100 pixels (vertically). I am trying to actually draw Wisconsin
data (WTM, EPSG 3071, a variation of UTM) on Google Maps base layer,
have it look good and not squished (in 4326 it looks squished), and
have the mouse and the markers draw correctly, not be separated by
that ~ 100 px gap. If the map is drawn in 4326, even though it looks
squished, the mouse and the marker are correctly positioned, not
separated by the vertical gap. So, I can either have the right shape
and projection but a gap between the mouse cursor and the marker, or I
can have the mouse cursor and the marker together but not the right
shape.

What am I doing wrong? What should I be doing?

I am using MapServer as the server, and all the data are in 3071,
served via WMS, and can be served in most any projection.
