This behavior is a Javascript behavior over which OpenLayers has no
control, correct.

I'm sure someone will point out that it is theoretically possible to use a 
responseStream object from XMLHttpRequest, and port the zip algorithm
to Javascript. To that, I will simply add that: "In theory, practice
and theory at the same, but in practice, they are not" and/or "patches
welcome." :)
