I got the Image layer working. It was a coordinate issue, but I got
that resolved.

I am now facing a different problem. My images are GIFs with a
transparent color (white is transparent in the images). However, in OL
they render as white color, so the layers beneath the image are not
visible. I can set opacity, but that makes the entire layer
transparent, rather than just the specific color. Is this expected?
