This server is no longer used by the examples. The data on this server has been moved to osgeo: tilecache and the "raw" wms both have new URLs, which you can pull from the examples. I'll update the homepage accordingly later today.
I believe that the labs server being down is actually a mistake on the part of the new hosts of that machine, but since the ownership is no longer at all in the control of anyone from the OpenLayers project, you're best off switching. If you have funds you can donate to support this effort, OSGeo is the right place to sene them.
