But I have to digest your reply somewhat, still. 

1) We have a BIRT report generator, and due to how my colleague is building
up the total application, SLD cannot be parametrized as Java Script can.
Therefore I have to see that the PID could be passed on if the approaches
you mentioned would be used.
2) What role has the WFS here, still? You said it is still along. I thought
from the title that it's WMS layer (duplicate with highlighted stroke width
etc.?) upon another WMS layer (basic line width etc.).
3) Does the data need to be in certain format? So far, our parcels come from
Shapefiles. Those listed in
http://docs.geoserver.org/2.0.0/user/data/index.html should be available,
and the layer definitions described there. If source is not PostGIS, how to
define things like METADATA "ows_exclude_items" "all"?
4) cql_filter is something new for me too, can not find from OpenLayers
on-line documentation. What exactly is your function replacing - the whole
highlightWMS(idn)?
