I appreciate your answer. I put this down for a while, but now I'm stuck trying to fix it before our software release. After some more testing, I've found that this issue occurs in all browsers except for IE. I'm implementing draggable boxes and icons using a marker layer, in addition to a layer of selectable markers. I've managed to piece something together that is working in most browsers (I can post some of the code if anyone is interested), but I'm still very curious as to why this occurs. It seems like it would be a big issue to not be able to have a draggable layer over a selectable layer, etc. It is much more intuitive to me that the mouse events would only be stopped if a feature is directly over another feature.
