Correct, GeoServer will happily reproject, but the spatial reference must be defined correctly if you want things to line up. The bbox units are definitely not degrees, but the srs is set to EPSG:4326. There is no way GeoServer can properly reproject this until the correct native SRS is set in the layer configuration.
