nevermind I was mistaken originally.. my map layers were actually being
removed but I had set my layerlist legend items to load layers from the
mappanel.layers and I guess the map panel was still containing my layers
even though they were removed from the map. I will look into removing them
or refreshing the mappanel to point to the new map without layers. Thanks
for the help!
