So- I've seen someone using a Bing layer in openlayers that flips to Ordnance 
Survey when it gets to a certain zoom level (unfortunately it's not fully 
released yet so I can't give the live example). From their (unfortunately 
minimised and therefore difficult to follow) code it appears they have defined 
an OpenLayers.Layer.OS layer type. Is the implication that this is it likely to 
be a violation of the Bing terms of service? Could someone point me in the 
direction of the terms of service where it states this so I can let them know?
