Is this working for you
var empty = new OpenLayers.Layer("Empty", {isBaseLayer: true});

[OpenLayers-Users] Add A Blank Overlay Layer

Hello OpenLayers Users,

I would like to add a blank, transparent overlay layer to my map so that
when a user clicks a radio button in the layer switcher, no data is shown.

Is this the right way to go about this? OR is there a more standard way
to
toggle off data? Any pointers on this would be greatly appreciated.

Thank you,

elshae
