Thanks for the replies!  So it seems there is nothing built-in to go about
doing this, makes me sad :(

@Planet)x - I am also using the GeoExtJS and ExtJS libraries for this
project and unfortunately my layers do not check/uncheck as the layer is out
of range, instead they become greyed-out/disabled which is what I want
because if the user is to zoom back in range I want the layer to be checked
if it was already to begin with.  

@Wally - I am using GeoServer and I'm having that talk to the database.  The
work in your previous job does sound amazing, but I am not sure if my boss
wants me to go that far just to eliminate the issue of layers out of range
being queried and that probably means a huge learning curve for me :p

Thanks for the replies, they are really appreciated.  At the moment I'll
still hold off on this and see if I get any other suggestions or find other
options.  I feel there just has to be an easier way to do this...

No way to check something like getLayersInRange() or ifLayerNotInRange(),
etc?
