OpenLayers 2.11 will include support for touch environments.
We're closing in on the first release candidate for 2.11. The release candidate cycle takes anywhere from a couple weeks to a couple months. (see http://trac.osgeo.org/openlayers/browser/tags/openlayers for past performance).
