It does not really make sense to have this tiles on a disk for zoom
beyond 15. I think if you plan to have tiles beyond that zoom, you have
to set up a tile server.
Downloading all US to zoom 18 could also infringe the
http://wiki.openstreetmap.org/wiki/Tile_usage_policy.
