So I can fix this somewhat by adding
minScale: 10000,
maxScale: 99,
to the layer itself. Now it comes on at the right scale through openlayers..
however becuase my layer is grouped (see above code) now all the layers come
on at that scale and I only need to have a certain one Parcels come on at
1-10000, is there anyway to accomplish that even if I am grouping layers?
