Tim has developed this feature already, it just never made it into a patch: http://trac.osgeo.org/openlayers/browser/sandbox/tschaub/select/lib/OpenLayers/FeatureAgent.js. Example: http://dev.openlayers.org/sandbox/tschaub/select/examples/feature-events.html
