I tried it in ol 2.10 and 2.9 and get same result. I am testing on Chrome v. 18.0.1025.162
Again, in Internet Explorer and FireFox this is not a problem. Chrome and Opera are having this trouble. FYI: The panel is not deleted, it seems it's beneath the map. If I set the css top value to 0, then it is shown. Did you try it on your own browser ?
