I'm currently fighting with the same problem... is there already an easier
way to accomplish this?

I was playing around a while with minZoomLevel/maxZoomLevel but couldn't
get Openlayers to display just the OSM zoomlevels 11 - 18.

Nevertheless thanks a lot for this valuable hint,
