I sat this to my layer:
strategies : [new OpenLayers.Strategy.Fixed({preload: true}),new
OpenLayers.Strategy.Refresh({ "force": true })],
then after adding layer to map :
vessels.refresh({force:true});
but still nothing appears on map even I got the right request in firebug
