Hi Robert, from my point of view OpenLayers 2.12 is stable.
On http://www.schwarzwaldverein.de/wege/wegeverwaltung/index.html you will find some Screens of an Application based on OpenLayers. Interface made by jQuery UI. PostgreSQL is a good choice, Geoserver as well.
