You can try to place a geoserver 'cascading wms' between your client and the 4326 wms, than can handle reprojection for you

There is no realistic way to reproject the tile images. If you change the map projection, then OL will request the WMS servers to send tiles in the new projection. I understood that the layers would be re-requested if the base layer changed to a different projection but if not, you could force the redraw explicitly. If you have a WMS server that only sends 900913 (eg google) and one that only sends 4326, you then are basically stuffed - they cannot be mixed.
