Disabeling on zoom >8 is just an example. In real it's at a higher zoom
level.
At the highest zoom level, when clustering is disabled, I've a lot of points
with the same coordinates.
I give your *OL-FeaturePopups *a try.
When using the 'normal' cluster strategy, this problem also occurs.
A nice disperse function would by usefull ;-)
