Phil, Thanks for your detailed response. It has helped me to better understand the relationship between layers, protocols and strategies, and also the action taken based on specific events that occur. My problem is getting the protocol read properly using a filter, and everything occurring when the map is loaded with arguments for the filter specified in the URL. I previously accomplished this using KML files, and it worked great. Of course there is the issue of the work being done in the browser instead of on the server. I have been sidetracked from this issue some since you replied, but I plan on getting refocused on it soon.
