This two controls are not basically supported by OpenLayers library. But you should download them from http://trac.osgeo.org/openlayers/browser/addins/loadingPanel/trunk/lib/OpenLayers/Control/LoadingPanel.js and http://trac.osgeo.org/openlayers/browser/addins/scalebar/trunk/lib/OpenLayers/Control/ScaleBar.js and add them to your source code to header
