Hey, what you're describing here (with the select-feature-multilayer example) also does not work in OpenLayers 2.12. The clean way to achieve what you want is to configure a SelectFeature control with an array of layers. Then you register a featureselected handler for each of these layers, and in the handler you create and activate a ModifyFeature control with the standalone option set to true. Then you call selectFeature on the ModifyFeature control, and editing will work as expected. In a featureunselected handler for each layer you deactivate and destroy the ModifyFeature control.
