Shadin - I am interested in these two cases:

From the NET tab, a proxied call looks something like:
http://pathtomyproxy/proxy.jsp?url=http://path_to_geoserver/geoserver/wms/details_of_call.

The are two things to paste into the brower - where path_to_geoserver is the public url.

First, just paste the url parameter instead
http://path_to_geoserver/geoserver/wms/details_of_call

If the above doesnt work, then you have server access/firewall issues. Fix those first.

Second paste the proxied url exactly as if from the net tab (path to the proxy with the real URL as a parameter). Does this timeout/return forbidden (indicating proxy problem).

I am guessing the second. I have no idea about debugging cgi (I use a jsp proxy), but I would be putting in debug output lines into it.
