I strongly suspect that if you set WFS as a layer, filters will be
applied AFTER fetching the data. However, you can check that by using
the NET tab on firebug or chrome developer tool. Look for the GETfeature
call that fetches the WFS data. Is there are filter and is it correctly
specified? You can use CURL and the content of the POST data to play
with the call yourself. If you think it is correctly configured but
executed incorrectly, take it to the geoserver list.
I still think you would be better off not using WFS in this way.
