Not really sure how useful the Partial state will be. We need an audit trail for what portions of a bug are fixed in which specific release number. For some bugs, it may be that the original report was too broad and the remaining pieces should just be resubmitted as a new ITS, allowing the fixed parts of the issue to be closed.
The Active state should make it a bit more obvious what we're working on, vs what hasn't been investigated yet. Bugs that remain Open instead of Active should raise some alarms.
