TRUE OR query == TRUE FALSE OR query == query TRUE AND query == query FALSE AND query == FALSE it's a poor man's trick to maintain the same structure and logic of the LDAP filter for the <where> clause of the SELECT statement. I guess the code, with little work, could be rearranged to remove these unnecessary clauses. You may file an ITS if you like.
