(slapo-ppolicy) in built in openldap 2.3... in my case (centos 4.3) i
have 2.2.3-14 ...

As Aaron noted, you really better hope that version number is way off. OpenLDAP 2.2.3 was a beta release of OpenLDAP 2.2 that is a few years old at this point. If you are going to be running a directory server, you are best served by running a modern supported version of OpenLDAP.
