syncrepl consumer is unwilling to act as slurpd provider

If I setup a syncrepl consumer to write a replog file (replog and replica set in slapd.conf and working well without syncrepl) no data at all is writen to the

replog file. I'm using openldap-2.3.21.
Is this the intended behavior?
The only way to get data out of the syncrepl consumer seem to be using the
auditlog overlay.
