There are many known bugs with syncRepl in OpenLDAP 2.2. It was completely re-written for OpenLDAP 2.3. If you are attempting to use syncRepl, I highly advise upgraded to the latest 2.3 release (2.3.27).
As for the changelog, you can view it in the attic in the online CVS repository, or you could download the final OpenLDAP 2.2 release and view it there.
