Yes, the manual will advise you to set up a database directory for each database. However, it should be somewhat obvious that you cannot use the same database directory for multiple databases. And of course, the manual pages are very clear on that, so it is not what they advised you at all.
From the slapd-bdb manual page:

   directory _directory_
              Specify  the directory where the BDB files containing this data-
              base and associated indexes live.  A separate directory must  be
              specified     for     each    database.     The    default    is
              /usr/local/var/openldap-data.


See how it clearly states that a *separate* directory must be specified for each database.
