I forgot to reply yesterday. I ended up tweaking the set_cachesize and set_lg_regionmax up just a bit in the DB_CONFIG and that let ldap run and everything is working now. Anytime I have ever had problems in the past was usually some power failure and as you say the file permissions got changed and I would change them back.
