This works also with other encodings. The case is, that the the chance for 
valid UTF-8 is very small for a other encoding. I suppose, that there is not 
even one file in the CCLI database which would be detected wrong. Even there is 
one file, I think this one is not worth to integrate another GUI element and 
confuse the users.

As CCLI serves its file in UTF-8 a file has to be recoded manually in order to 
cause a problem.
