In response to Libre/Open office and VLC  configuration in OpenLP.ini: I
think we cannot rely on openlp portable running always with the whole
portableapp stack.  I think the Libre/Open office and VLC detection
should be:

1. if configured in OpenLP.ini - it means running with portableapp stack
    - use this configuration - probably it means use portable vlc and office 
from portable apps
    - if no portable vlc/office is found - fallback to look for vlc/office on 
host system
2. if not configured - not running with portableapp stack just standalone
   - look for vlc/office on host system

Status in OpenLP - Worship Presentation Software:
  Confirmed

Bug description:
  Openlp should be able to run as a 'portable app, off a USB flash drive
  without the need to install it.

  However, for know there are technical limits in pyinstaller which
  prevents this feature to work properly.

  App created by Pyinstaller fails to run from a directory containing
  non ASCII characters.

  For next major release (version 1.6) it is planned to fix this.

  Until this is bug of pyinstaller is fixed, I think it is not worth to
  implement this feature.
