Alright, I found it.
I changed the maximum value for the SpinBox to 250:
core/ui/themewizard.py, line 184:
self.lineSpacingSpinBox.setMaximum(250)

Bug description:
Just edited a theme, and tried adjusting line spacing, but there was no
apparent difference than before!
Windows 7, Installer rev 1035.
