I've had a look as well. It looks to me as if the file has been opened and saved in a text editor, probably on windows due to the encoding now being UTF-16LE. The file even contains a UTF-16 BOM, which normally only exists in pure text files, which this isn't. I suggest we flag this one as invalid unless we can get confirmation about the file being unaltered. We'll also need more samples...
