It does work but it is not a global setting. When a service item is created it can have a "will auto start" added to it. This is what the setting does and as it is a media setting it ls scope is confined to the media plugin.
The service item (in the service) will now auto start or not depending on where the setting was when it created the service item. This can be toggled in the service manager on a per item basis.
