Hi Emanuel,
First of course you'll need to setup the development environment as described
here: http://wiki.openlp.org/Windows_Environment
Then you'll need to get the packaging code from
https://code.launchpad.net/~openlp-core/openlp/packaging
Once you've checked out the packaging code go to windows/windows-builder.py and
read the comments in the top of the file for requirements for building for
windows.
Feel free to drop by in the IRC channel for further help.
