My two cents worth. 1) The version in the title is usefui and when working to 2 versions it is easy to see which one but it would be good to make i tmore automatic from BZR using the version check code.
2) translation_utils does work and I use it all the time to update the translations round. Unless you can change all translations leave alone. The rest seem fine.
