Preparing Moodle Plugin as first Apache OpenMeetings Incubator release

we have a new version of the Moodle Plugin available.
We could release that as the first Apache Incubator release ... and learn the
release process by a small example compared to the main project.
What do you think, what steps need to performed before we can do that?
>From what I understood by the docs:
We need some kind of Keys to sign the package.
We need to either request or create a download area for OpenMeetings in general.
It needs to be discussed how projects release a Plugin (that actually is kind
of a Sub-Project to OpenMeetings).
Do we have anybody on our list that can fill some of the knowledge gaps?
Otherwise we may contact the general list.
