Any user should be able to scroll their own Whiteboard area without affecting 
all other participants, but when a Moderator scrolls their whiteboard, it 
should scroll everyone’s Whiteboard (just as it currently does).

The user should not be required to have "Draw on the Whiteboard" privilege to 
scroll their whiteboard, this should be a default privilege.
