New issue 1332 by uchkum: Create a new organization using webservice

Background:
Currently using webservice it's possible to create a user account and
assign user account to an organization.
However, if we want to isolate users and their rooms completely, we would
need to create a separate organization for each user. The issue is there is
no way to create an organoization using webservice.
Request:
please add a webservice function that will allow to create a new
organization.
