New issue 1348 by [email protected]: Loading text files on whiteboard

I'm using latest Openmeetings version (1.6RC1) from binaries distribution.
When i'm loading text files (created by MS Notepad, CP1251 encoding) on
whiteboard, i see '?' characters instead russian letters. Other (latin)
letters looks normally.
If i uploading other text files (created on my Linux workstation, UTF8)
there is no problems with russian letters.
OM was installed on Debian Lenny, UTF8 as sys locale. Openmeetings
interface uses russian language - there is no problem.
There is any ways to solve this problem without reconfigure sys locale to
cp1251?
