There are different user-levels
View-Only User (this is to be created with this issue)
User (can create calendar events and that way rooms)
Org-Moderators (Users that have the Moderator flag for certain
Organizations and the possibility to create users+rooms in that org)
Moderators (Can create users+rooms in all orgs)
Administators (Access to the overall Administration)
