New issue 1388 by [email protected]: Can't create new user

I've tried several times over the last couple of days to register a new
user and the registration just stalls. I have registered two users without
a problem. The screen freezes after clicking on Register (for example,
nothing happens when I try to click Cancel). I haven't downloaded anything,
I'm just creating the accounts for staff people.
