What's your operating system on client and server side?
windows xp client and centos server
Every user can upload files to the whiteboard.
In the first menu-line (files action) the user must have the rights of a
moderator to make an upload.
In the second menu-line (users files whiteboard) there is no restriction
to verbose an upload, so everbody can upload files.
