You need a modification of a SIP Server with a RPC Gateway to create the Conference Room et cetera. I cannot provide all those docs and there are 1000 possibilities to set this up ... VoIP integration needs quite a bit of infrastructure. It is quite sure that this cannot be a 1-2-3 thing to do. So you better do that together with a service provider that actually runs such servers.
