New issue 1453 by [email protected]: If you upload a document into Public drive it is not shown in the File-Explorer

Steps to reproduce:

Login into a conference room
Select with the mouse the *public drive*
Right click on *public drive* and choose *Add file*
Select a file and upload it

Result:
The file is loaded to the whiteboard but not shown in the Fiel-Explorer.
Refreshing the files-list in the File-Explorer does not help, the file is not there.

Note:
If you create a folder in the *public drive* or if you upload the file to the *private drive* everything is okay.
